Upstate Onondaga Promise
Beginning in 2026, the Upstate Onondaga Promise (UOP) has expanded! The College of Medicine’s promise to provide opportunities for Onondagas and individuals living on the Onondaga Nation to attend the college for free has expanded to the following schools: College of Medicine, College of Graduate Studies, College of Health Professions, and the College of Nursing
Eligibility
Students who are Onondaga and or Haudenosaunee residents of the Onondaga Nation who meet eligibility requirements of each College and get accepted into UpState.
Process
– Completion of online application
– Letter from Onondaga Nation stating they are a member of the Onondaga Nation (living in Onondaga County) or a resident of the Onondaga Nation.

About the Upstate Onondaga Promise
College of Medicine
The UOP will provide:
Full 4 year scholarship which include tuition and housing at Geneva Tower Apartments.
Yearly stipend of $5,000.00 for books, testing materials, and school related expenses.
College of Graduate Studies
The UOP will provide:
Upstate PhD students receive tuition and yearly stipend of $35,000 and an additional $5,000 from UOP for a total of $40,000.
College of Health Professions
The UOP will provide:
Upstate Masters students receive tuition and a yearly stipend of $5,000 for school related expenses. Includes tuition and a yearly stipend of $5,000 for school related expenses.
The Doctor of Physical Therapy is a 2.5-3 year program that is also covered by the UOP.
College of Nursing
The UOP will provide:
For RN to BSN students, UOP provides tuition plus a yearly $5,000 stipend.
RN who work full-time at Upstate receive a starting salary of $75,000.
Part-time students must complete the program in 4 years to receive tuition and yearly stipend.
